After chairing a Cobra emergency committee meeting, Boris Johnson voiced scepticism about claims that Moscow is pulling back from an invasion. He said field hospitals ‘can only be construed as preparations’ for an attack, insisting the Russian president must stop giving ‘mixed signals’. Mr Johnson said the West must remain ‘very tough and very united’ until the situation becomes clear.
